PROBLEM TO BE SOLVED: To provide a packaging material for food by which a food can be packaged with a high grade feeling wherein the package is not filled with moisture taken out of the food and also the packaged food can be partly visually confirmed and also by which a pillow packaging can be performed, and to provide a packaging bag for food using this packaging material for food. SOLUTION: In the packaging material, many windows 11, 11, , , with arbitrary shapes are formed continuously at definite intervals in the longitudinal direction on an opaque longitudinal sheet 10 with air-permeable properties and heat sealing properties and a transparent or a translucent strip film 20 is stuck on the back surface of the sheet 10 so as to close the windows 11, 11, , . In the packaging bag for food, a food F is packaged with the packaging material by the pillow packaging, the food F is packaged in a tubular shape and side edges of the sheet 10 are overlapped to each other and sealed in the longitudinal direction at the center, and edges of the sheet 10 outside both ends of the packaged food F are overlapped to each other and sealed in the width direction at the end.
