PROBLEM TO BE SOLVED: To equalize inter-terminal voltages of the capacitors of an electrical double layer capacitor apparatus with high precision, and to perform high efficiency power supply. SOLUTION: Voltage detectors 50 and discharging circuits 60 are connected to electric double-layer capacitors 1, 1a, 1b, and a current control circuit 308 and a current source 306 are arranged between a positive electrode terminal 302 and a negative electrode terminal 304. After one of their inter-terminal voltages reaches a rated voltage when they are charged, a charging current flow is stopped, and the inter-terminal voltages are voltage dropped toward an equalizing voltage through discharging, to perform voltage adjustment. |
