A sound absorbing panel and a manufacturing method thereof are provided to maximize the sound absorbing efficiency by attenuating noise in a hollow type unit cell. A sound absorbing panel comprises a combination having a matrix structure in which a core member(120) is coupled to foamed resin panels(131,132) through pressure-fitting. A box-type external case(110) has the combination therein and a plurality of through holes formed at one surface thereof. A porous sound absorbing member(140) is provided between the inner surface of the external case(110) and the end portion of the core member(120). The external case(110) comprises an upper case(111) and a lower case(112). A sealing member is interposed between the upper case(111) and the lower case(112). The external case(110), the core member(120) and the foamed resin panels(131,132) adhere to each other by using an adhesive.
