PROBLEM TO BE SOLVED: To exclude a limitation of a font type of character image data and further materialize at a relatively low operational load when performing a process of embedding embedding information in the character image data included in document image data or a process of detecting the embedding information. SOLUTION: Specific character correlation information regarding specific characters having characteristics in which pixels having images exist in at least a part of a common embedding region as a specific partial region is stored, and it is determined whether or not each of character image data included in the document image data represents the specific character (S104), and the embedding information is embedded according to whether to make a correction in which all pixels of a common embedding region A0 in an image region occupied by the character are caused to have no images, with respect to each of the character image data representing the specific character (S105). Likewise, the embedding information is detected by determining whether or not all the pixels of the common embedding region of the character image data representing the specific character have no images.
