PROBLEM TO BE SOLVED: To mount an ultrasonic receiving and transmitting element on piping without largely removing a heat insulator even in piping further covered with the heat insulator by a simple device constitution. SOLUTION: The piping inspection device and method has an ultrasonic wave producing means 3 for producing an ultrasonic wave, an ultrasonic wave transmission means 24 for transmitting the ultrasonic wave produced by the ultrasonic wave producing means 3 to the piping 1 to excite a Lamb wave, a receiving and transmitting means 25 arranged so as to receive the propagated Lamb wave, an ultrasonic wave receiving means 5 for receiving the Lamb wave 10 propagated through the receiving and transmitting means 25 as a receiving signal and a wall thickness calculation means 23 for converting the appearing time of the receiving signal to wall thickness data using a Lamb wave speed distribution curve.
