PROBLEM TO BE SOLVED: To provide a finisher capable of improving the appearance without buff-polishing a welded part and to provide a manufacturing method for the finisher and a tool for manufacture. SOLUTION: This finisher 1 is constituted by pushing a rear side end part 11a into a front side of an outer pipe 11 deeply together with an inner pipe 12 by a folding-back device 6 provided with an annular claw part 63 along the outer periphery of the rear side end part 11a whose diameter is contracted in the outer pipe 11 on a tip face to fold back a rear side of the outer pipe 11 onto an inner side toward the front direction and protrude a front side end part of the inner pipe 12 from a front side end part 11b whose diameter is contracted of the outer pipe 11 so that a welded and fixed part 13 of the rear side end part 11a of the inner pipe 12 and the front side end part 11b having the contracted diameter of the outer pipe 11 is hidden in a deep inside position of the outer pipe 11.
