PROBLEM TO BE SOLVED: To provide a moving picture encoding system and a moving picture decoding system by which intra-loop filtering can be processed by a low-performance filter processing means.

SOLUTION: In the moving picture encoding and decoding methods by which encoding is performed by referring to a picture subjected to filter processing, in filter processing, the picture is divided into two or more partial regions and filter processing is performed independently for each partial region. Regarding a range to be affected by a filter processing result in adjacent partial regions among the relevant partial regions, filter processing is performed after the end of filter processing onto the adjacent partial regions.
