PROBLEM TO BE SOLVED: To provide a container filling system and a method for increasing production efficiency and reducing cost by a simple production process. SOLUTION: This filling system relates to a filling system for filling a filler into a container and has a container forming part 12 for forming a PE or PP container 11 made of PE or PP, a film forming part 13 forming a gas barrier film on the inside face or on the inside and outside faces of the container 11, a filling part 15 for filling a filler into a film formed container 14 formed on its inside face with the film and an airtight plug 17 for covering the filling container 16 filled with the filler.
