PROBLEM TO BE SOLVED: To provide a vehicle equipment controller increasing opportunity and breadth of learning and performing control suitable for a driver.

SOLUTION: The on-vehicle equipment controller 1 is provided with status detection parts 40, 56 for detecting an occupant or a vehicle or the status of periphery; on-vehicle equipment operation model memory parts 38, 52 for memorizing a model indicating a dependency relationship of a parameter indicating the occupant or the vehicle or the status of periphery and a parameter indicating existence of operation need of the on-vehicle equipment in every a plurality of on-vehicle equipments as an on-vehicle equipment operation model; a reasoning execution part 36 for determining the operation need of the on-vehicle equipment using the on-vehicle equipment operation model; an on-vehicle equipment control part for controlling operation of the on-vehicle equipment based on the operation need determined by the reasoning execution part 36; an operation detection part 32 for detecting operation of the on-vehicle equipment; and a model learning part 34 for performing learning of the on-vehicle equipment operation model using the occupant or the vehicle or the status of periphery detected by the status detection part when the operation of the on-vehicle equipment is detected by the operation detection part 32 and an event of existence of the operation need of the on-vehicle equipment.
