<p><P>PROBLEM TO BE SOLVED: To achieve reduction of a hop number and increase of a path capacity amount by controlling a sequence of path setting requests. <P>SOLUTION: A control device 20 which sets paths, is provided with a path setting request storing means 207 which stores a path setting request, a sorting means 209 which rearranges the stored path setting requests based on a predetermined reference, and a route calculation means 203 which calculates a route of the path setting request stored in a rearranged order.
