PROBLEM TO BE SOLVED: To provide a highly reliable system capable of maintaining a communication route while achieving the load dispersion of call control apparatuses.

SOLUTION: A relay server connected between a client terminal and connection control apparatuses is provided with: a connection establishment means for selecting one of connection control apparatuses when a communication establishment request is received from the client terminal and establishing connection to the selected connection control apparatus; an address notification means for notifying address information for connecting the selected connection control apparatus to the client terminal; and a relay connection means for receiving a connection request based on the address information from the client terminal and relaying and connecting the client terminal to the connection control apparatus corresponding to the address information.
