PROBLEM TO BE SOLVED: To acquire excellent transfer performance even when a charge level of toner, an environment or the like changes.

SOLUTION: In an image forming apparatus 1, a primary transfer voltage calculation part 64 calculates a resistant value of a primary transfer part on the basis of a primary transfer part voltage detection signal and calculates a primary transfer voltage being a reference obtaining a prescribed current. A primary transfer voltage correction coefficient setting part 65 sets a primary transfer voltage correction coefficient on the basis of data concerning an environment detection signal and a development contrast voltage VC by referring to a primary transfer voltage correction coefficient database managed in a correction coefficient database 59. The primary transfer voltage calculation part 64 calculates the primary transfer voltage after correction corresponding to a toner charge level on the basis of the primary transfer voltage being the calculated reference and primary transfer voltage correction coefficient data. A primary transfer voltage modification part 66 modifies the primary transfer voltage on the basis of a calculation result supplied from the primary transfer voltage calculation part 64.
