An inter-layer prediction method in the encoding/decoding of an image signal is provided to perform inter-layer prediction even through image signal sources having different schemes are used, particularly, even through pictures temporally corresponding to each other do not exist. Two pictures on the second layer among two layers are integrated as one picture when the first layer among the two layers includes two field pictures and a frame picture. A combined picture is used for the inter-layer prediction of the frame picture of the first layer. One of the two pictures has no temporally co-located picture on the first layer. An odd line is obtained from one picture, and an even line is obtained from the other picture while alternatively selecting one of the two pictures so that the odd line is interleaved with the even line.
