PROBLEM TO BE SOLVED: To further improve an improving effect on fuel consumption of a combustion improver. SOLUTION: The powdery combustion improver to be added to engine cooling water contains carbon or strontium. Most preferably the powdery combustion improver to be added to engine cooling water contains carbon or strontium. The combustion improver is filled into a water-soluble capsule or made into a tablet form with a soluble binder. The combustion improver contains a surfactant and an antifoaming agent.
