The device has a roof insulating plate (1) with an insulation layer (3) formed from a dimensionally stable insulation material. A water-proof cover plate (2) is attached to the insulating plate, where the cover plate is made of aluminum, zinc and plastic. An insulation layer (4) is arranged below the insulation layer (3), where the insulation layer (4) is formed from a flexible material. The cover plate has a dirt-resistant coating on its surface. The insulation layer (3) is formed from polystyrene and polyurethane. An independent claim is also included for a method for the reconstruction of a roof covering.
