PROBLEM TO BE SOLVED: To provide a heat transfer treatment device capable of efficiently carrying out evaporation treatment or condensation treatment of a fluid to be treated.

SOLUTION: The heat transfer treatment device 1 is provided with plural heat transfer tubes 20 evaporating or condensing the fluid to be treated including organic matter on surfaces. It is composed such that a photocatalyst film 17 is formed on the surface in the heat transfer tube 20, a transparent tube 21 is arranged in one part of tube bundles 13 housed in a chamber 10 and comprised of a plurality of the heat transfer tubes 20, an ultraviolet light source 14 is installed in the transparent tube 21, and the surfaces of the heat transfer tubes 20 can be irradiated with ultraviolet rays from the transparent tube 21.
