A plasma display panel and a manufacturing method of the same are provided to suppress contraction of a dielectric layer in a drying process by using a sol-gel method. A dielectric layer(300) is formed on a substrate(100) including a sustain electrode(200) by using a sol-gel method. A protective layer(400) is formed on the dielectric layer. The process for forming the dielectric layer includes a process for manufacturing an organic silicon compound as a starting material, a process for forming structures having an inorganic structure by using the organic silicon compound, a process for manufacturing a sol-gel dielectric solution by using a catalyst, a process for coating the sol-gel dielectric solution on the substrate, and a process for forming the dielectric layer by performing a baking process.
