A short message relay system and a method thereof are provided to omit DB work procedures, which are required in changing or accepting the office code of an SMSC(SMS Center) in an MSC(Mobile Switching Center), by linking SMSCs to a CGS(Cellular Gateway Switch), to which MSCs are connected, in the form of a group in order to relay short messages. A short message relay system comprises a CGS(110) and a signaling point information DB(111). The CGS(110) is connected with one or more originating MSCs(100,101) and grouped SMSCs(130,131). In case a fault occurs in one of the SMSCs(130,131), which should deliver a short message transmitted from an originating MSC, the CGS(110) executes call processing of the short message through another. The signaling point information DB(111), linked with the CGS(110), stores signaling point information of the SMSCs(130,131).
