Disclosed is a proton conducting electrolyte having both good proton conductivity and good chemical stability without decreasing electrode activity. Also disclosed is an electrochemical cell comprising such a proton conducting electrolyte. Specifically disclosed is a proton conducting electrolyte (20) composed of an AB_(1-x)MxO3 type perovskite, which is characterized in that B is Ce, M is a metal having a valence less than +4, and the average ion radius of M is not more than the ion radius of Tm³⁺ but more than 56.4 pm.
