PROBLEM TO BE SOLVED: To promptly and easily detect short circuit abnormalities when such abnormalities occur either in hall door switches or in a car door switch. SOLUTION: An operation permission determination circuit 8 outputs an operation permission command with respect to an operation control circuit 5 only when full-closing confirmation signals (ON signals) are input from both a hall door full-closing confirmation circuit 6 and a car door full-closing confirmation circuit 7. In addition, when an input signal from the hall door full-closing confirmation circuit 6 does not correspond to an input signal from the car door full-closing confirmation circuit 7 at the time of opening/closing of a car door, the operation permission determination circuit 8 determines that an abnormality occurs either in the hall door switches 2A, 2B to 2N or the car door switch 3, and outputs an operation prohibition command.
