PROBLEM TO BE SOLVED: To provide a harmful metal elution reduction material with easy handling substantially stably suppressing elution of the harmful metal, and an elution reduction method for the harmful metal substantially suppressing elution of the harmful metal from soil or the like and capable of stably exhibiting a suppression effect of elution of the harmful metal. SOLUTION: The harmful metal elution reduction material contains an iron salt and a blast furnace slag, and does not substantially contain a material having a higher alkalinity than the blast furnace slag.
