PROBLEM TO BE SOLVED: To prevent degradation of a characteristic and breakage by enhancing joint strength of a plug to a housing. SOLUTION: This rotary damper has: partition walls 3 for partitioning a space formed between a rotor 2 and a housing 1 for housing the rotor to form fluid chambers filled with fluid; vanes 4 arranged in the fluid chambers; and a plug 5 jointed to the housing by caulking an edge of an opening of the housing for closing the opening of the housing. The plug 5 is provided with: collar parts 5a for installation; and step parts 5c allowing a part of a roller for caulking the edge of the opening of the housing to circle and run along the circumferential edge of the housing.
