PROBLEM TO BE SOLVED: To enable a light shielding system to easily form and a waste material to efficiently recover in a method in agriculture, forestry and fisheries by shielding light for expelling rice field weeds and taking countermeasures to a microcystis or blue-green algae with regard to a sustained-releasing agent for agrichemicals, fertilizer ingredients and microorganisms, a soil modifier, a decomposing agent for absorbed hazardous substances, and a pollution control agent for expelling hydromorphic harmful insects or for sparging agrichemicals. SOLUTION: A water surface floating particle or a molded article floats in the vicinity of the water surface and expels weeds, algae and the like. It can be used for a sustained-releasing agent. Hydrophobic floating particles and molded articles such as flakes and pellets are obtained by treating carbides, semi-carbides, heat-treated particles with a hydrocarbon such as a paraffin, which is a hydrophobic substance, a polydialkylsiloxane, a fluorochemical water repellent agent, a fatty acid and/or a multivalent metallic compound.
