PROBLEM TO BE SOLVED: To secure a size of a fiber of paper in a residual part and facilitate a recycle to a high quality form by cutting only a part requiring cutting step in a form which carries confidential information or the like. SOLUTION: A small-diameter drilling device incorporates an optical reading device and an operating device which allows the reading result to be image-processed. A part to be cut in the form is recognized from the result of image processing operation and is drilled by the drilling device, so that a part which does not require cutting is made to remain as a paper piece as large as possible.
