A membrane electrode assembly for a fuel cell, and a fuel cell system using the membrane electrode assembly are provided to improve the smoothness of supply of fuel by controlling the physical properties of an electrode base. A membrane electrode assembly comprises a polymer electrolyte membrane; and a cathode and an anode which are located at the both sides of the membrane electrode assembly, wherein the anode comprises a catalyst layer in contact with the membrane electrode assembly and an electrode base located at the one side of the catalyst layer; and the electrode base comprises a first surface in contact with the catalyst layer and a second surface in noncontact with the catalyst layer. The first surface is hydrophilic.
