摘要 PROBLEM TO BE SOLVED: To reduce the consumption of power necessary for hydrothermal electrolysis and to decrease running cost by treating a water medium containing water and reducing materials while keeping the water medium to a pressure necessary for keeping liquid phase and supplying DC current to the water medium to hydrothermally electrolyze. SOLUTION: The water medium containing various reducing materials (contaminants) is charged into an adjusting tank 22 from a water medium charging flow passage 21. An electrolyte is charged from an electrolyte charging flow passage 23 while monitoring the electric conductivity, halide ion or the like in the adjusting tank 22. Further, the water medium is pressurized up to a reaction pressure by a high pressure pump 24 and heated up to a reaction temp. (>=100 deg.C and equal to or below the critical temp.) by a heat exchanger 25 and a heater 26. The water medium and an oxidizing agent are charged in a hydrothermal oxidation reaction part 11 of a reactor 10 to perform a hydrothermal oxidation reaction and, after that, supplied to the hydrothermal electrolysis part 12 to perform the hydrothermal electrolysis to decompose various decomposing materials or oxidizing materials.
