PROBLEM TO BE SOLVED: To provide a substrate for preserving stem cells or blood, suitable for stably preserving a specimen collected from a body, such as the stem cells or marrow, peripheral blood, or cord blood containing stem cells for a short period without freezing, and to provide a method for preserving the stem cells or blood. SOLUTION: This substrate for preserving the stem cells or blood is prepared by immobilizing a polyethylene oxide-polypropylene oxide block copolymer on the surface of a polymer substrate by a physical adsorption or a direct covalent bonding method. The method for preserving the stem cells or blood is characterized by preserving a specimen collected from a body, such as the stem cells or marrow, peripheral blood, or cord blood containing stem cells at a low temperature.
