PROBLEM TO BE SOLVED: To provide a transparent or translucent liquid softening agent composition that can give high flexibility to the treated clothing regardless of indoor drying or sun drying. SOLUTION: The transparent or translucent liquid softening agent composition includes (a) an amine represented by general formula (1) or (2) or a quaternary ammonium compound having a iodine value within a specific range, (b) an amino-modified silicone compound having specific values of dynamic viscosity and amino equivalent, and (c) organic solvent having a Log P of -0.2 to 3, individually at specific ratios.
