PROBLEM TO BE SOLVED: To shorten a working period required for pressing a soft stop for supporting and constraining a fuel rod in each measure of a support grid prior to insertion of the fuel rod, and further inserting a key. SOLUTION: For inserting the fuel rod into each measure of the support grid of the fuel assembly, a fixture for extension with a substantially square cross section is inserted at a time into each measure while the center is matched with the center of the fuel rod and corresponding sides of the square of the measure and the square of the fixture for extension are in parallel, inserted fixtures for extension are rotated by a predetermined angle at a time, the soft stop for supporting and constraining the fuel rod in each measure is thus pressed toward a grid board mounted with it, a key with a predetermined cross section shape is inserted from four circumferences of the support grid into a key hole formed at a predetermined position for keeping the pressed state, and the inserted key is rotated by a certain angle to further press the soft stop.
