PROBLEM TO BE SOLVED: To solve a problem in which exhaust emission cannot be sufficiently reduced and heating performance is deteriorated since quick rise of the temperature of an engine body cannot be secured. SOLUTION: Valve is controlled to the minimum lift and operation angles by each variable mechanism and phase of an apex of lift is controlled to 0 in step 4 when it is judged that an engine is currently under cold engine condition in step 3. Valve is controlled to the minimum lift and operation angles and phase of the apex of lift is controlled to a retarded side in step 6 when it is judged that the engine is under light load condition during warming up in step 5. Valve is controlled to middle level lift and operation angles and phase of the apex of lift is controlled to a more retarded side in step 8 when it is judged that the engine is under low rotation speed heavy load condition in step 7. Also, valve is controlled to large lift and operation angles and phase of the apex of lift is controlled to a little bit retarded side than the phase of step 6 in step 9 when the engine is in a high rotation speed heavy load region.
