PROBLEM TO BE SOLVED: To provide a transparent envelope paper sheet whose raw material is entirely made of wood pulp, and which shows high transparency and has superior recyclability. SOLUTION: The transparent envelope paper sheet whose raw material is entirely made of wood pulp, shows transparency of 60% or higher, and can be recycled. The transparency should preferably be 70% or higher to offer the visibility of a document enclosed in the envelope. The transparent envelope paper sheet is characterized in that it has a pulp average fiber length of 0.3 to 0.8 mm, and does not contain a clarifying agent improving the transparency of the pulp.
