PROBLEM TO BE SOLVED: To suppress increase in costs and lowering in an operating ratio while safety is secured. SOLUTION: A T/C 100 stores the ID and the settlement amount of money of a debit card used for debit settlement in a debit terminal device 400 while making the the ID and the settlement amount correspond to each other. Then, when the settlement amount of money is utilized for dispensing of tokens in a token dispensing apparatus 300, the T/C 100 subtracts an amount of utilization from the settlement amount of money to update it. The token dispensing apparatus 300 receives the debit card and performs token dispensing processing with a portion of the settlement amount of money made correspond to the debit card as an upper limit. The debit terminal device 400 receives the debit card and when a password and a desired settlement amount of money are input, the debit terminal device 400 transmits a request for settlement to a debit information processing center 1020. When debit settlement processing is completed, the debit terminal device 400 makes the ID and the settlement amount of money of the debit card correspond to each other and transmits them to the T/C 100.
