PROBLEM TO BE SOLVED: To provide a recording and reproducing apparatus whereby a viewing reservation can be changed into a picture recording reservation. SOLUTION: The recording and reproducing apparatus includes: a program receiving section; a picture recording section for recording a program to be received; a viewing reservation section for applying the viewing reservation to the program to be received; an output section for outputting the program for viewing; and a judgement section for judging whether or not the program reserved by the viewing reservation section is viewed.
