PROBLEM TO BE SOLVED: To provide a device capable of inspecting the wall surface of a tunnel without requiring many exclusive workers causing an increase in cost to rapidly perform maintenance work, and to provide a system therefor. SOLUTION: The device includes a wall surface sensor control means 12 for controlling drive on the basis of the inspection indicating data input from the outside of a vehicle and an inspection data forming means 13, which forms the monitor data 130 detected by an on-vehicle wall surface sensor 10 and a monitor attribute data 131 upon detection as inspection data 132 to output them to the outside of the vehicle, with respect to a wall surface sensor driving means 11 for driving the on-board wall surface sensor 10 for monitoring the wall surface state of the tunnel.
