PROBLEM TO BE SOLVED: To provide a vibration damping device which is fitted for a relatively small building structure such as a wooden detached house. SOLUTION: The vibration damping device 1 is arranged between a foundation that bears the building and a sill of the building. The vibration damping device is formed of: a sill bearing portion 4 having a mounting surface on which the sill is mounted; a side portion 6 hanging from a periphery of the mounting surface of the sill bearing portion 4 through a predetermined length; and a substrate portion 10 having an opposed surface opposed to a lower end face of the side portion 6, and mounted on the foundation. Then a plurality of ball bodies 9 are arranged in a gap between the opposed surface of the substrate portion 10 and a lower edge of the side portion 6, and the sill bearing portion 4 and the substrate portion 10 are connected together by a movable connection portion 13 that is movable in the vertical and horizontal directions, followed by filling an elastic member L in a space enclosed by the sill bearing portion 4, the side portion 6, and the substrate portion 10. In this manner the sill bearing portion 4 is arranged on the substrate portion 10 in a manner securing a predetermined interval away from the same by the elastic member L and the ball bodies 9.
