PROBLEM TO BE SOLVED: To achieve a manufacturing method and apparatus which stably processes an outer ring having a joint flange 12 on the outer peripheral surface and forming no recess on the inner peripheral surface by cold forging. SOLUTION: Both upper and lower mandrel components 54, 55 are abutted at a portion on the inner diameter side of a part being the joint flange 12. An intermediate material 40 is axially compressed between both upper and lower punches 43, 30 while downwardly pressing the upper mandrel component 54. Accordingly, the joint flange 12 is formed, parts of this intermediate material 40 intrudes into an annular gap 57 existing in the abutment part of the both mandrel components 54, 55 to be made a second intermediate material 46a having a burr-like excess metal part 53. The second intermediate material 46a is taken out in a state of separating the both mandrel components 54, 55, thereafter the burr-like excess metal part 53 is removed.
