<p><P>PROBLEM TO BE SOLVED: To provide a backlighting device where power consumption can be suppressed while the deterioration of visibility of a picture display device is suppressed, and to provide the picture display device. <P>SOLUTION: The backlighting device 20 is provided with LED30A to LED30D. Light emitting states of LED30A to LED30D are controlled by inputting pulse signals different in light emitting periods and non-light emitting periods.
