PROBLEM TO BE SOLVED: To provide a machining tool to improve fatigue characteristic only by cutting, and a machining method using the tool. SOLUTION: In the tool, a holder is provided with a turning blade 1 at its end, and the turning blade 1 is applied to the outer surface of a metal member to turn the metal member. The turning blade 1 is provided with: a second cutting face 1a extending along the shaft center O; and a first cutting face 1c connected to the second cutting face 1a and the knife edge 1b to each other, and an angleθ1 made between the first cutting face and the second cutting face 1a ranges from 30 to 50°.
