PROBLEM TO BE SOLVED: To provide an optical control element which has a core of an electro-optical effect crystal thin film and is small and operating on a low voltage changing its refractivity to use in an optical switching unit and an optical modulator, and to provide an optical switching unit and an optical modulator. SOLUTION: The core formed by partly using an optical crystal thin film, having electro-optical effect is enclosed with a cladding. This clad is made of a dielectric materials, having a refractivity smaller than the core, and an optical waveguide is formed in a shape of a channel by using the core and the cladding. Furthermore, at least, a pair of electrodes are arranged, facing each other with the optical waveguide in between outside the cladding and a voltage is applied to the electrodes.
