PROBLEM TO BE SOLVED: To provide an element inserting system in which an arm is accurately operated. SOLUTION: This system comprises an element underground inserting device for inserting a floor plate for track into the ground, a control unit controlling the moving directions of the jacks of the underground inserting device according to the results of the measurement of the position, and a vehicle moving the element underground inserting device. The element underground inserting device comprises the insertion arm for press-fitting an element in a set direction and a positioning device capable of positioning the insertion arm in three-dimensional X-, Y-, and Z-directions relative to the ground by six moving means. The positioning device is composed of an upper structure secured to the chassis of the vehicle for moving the insertion device, a movable plate to which the insertion arm is secured, and at least six jacks the one ends of which are secured to the upper structure and the other ends of which are secured to the movable plate with fasteners movable in three directions, and capable of moving the movable plate relative to the upper structure.
