PROBLEM TO BE SOLVED: To provide a free residual chlorine concentration adjusting means having a small number of components and a simple structure and exhibiting high reliability for a long time. SOLUTION: The residual chlorine concentration securing apparatus comprises a dirt removing unit, including a dirt removing housing which is covered with a head cap having an introduction port and a discharge port and includes a dirt removing filter inserted therein, and a chlorine removing unit, including a chlorine removing housing which is covered with a second head cap having a second discharge port and a second introduction port connected to the discharge port of the dirt removing unit via a pipe and includes a chlorine removing filter inserted therein. The second head cap comprises an introduction pipe penetrating from the second introduction port through the bottom end of the second head cap, a discharge pipe penetrating to the second discharge port through the bottom center of the second head cap, a chlorine securing opening part penetrating to the discharge pipe through the bottom end, and a part for adjusting the opening degree of the chlorine securing opening part.
