<P>PROBLEM TO BE SOLVED: To enable more accurate liquid amount investigation in an apparatus for controlling an amount of liquid to be transferred. <P>SOLUTION: An apparatus for controlling an amount of liquid to be transferred comprises a first ink transfer cylinder 30 having a liquid transfer area 32 in a circumferential direction; a second ink transfer cylinder 40 having the liquid transfer area 42 in a circumferential direction; and a controller 55 for controlling a phase position between the liquid transfer area 32 and the second liquid transfer area 42.
