<P>PROBLEM TO BE SOLVED: To provide a light-emitting module having good processability by using a lead frame, an insulator, a light reflecting material, a metal plate and a reflecting ring instead of a ceramic substrate, and to provide a method of manufacturing the same. <P>SOLUTION: Some lead frames of a plurality of lead frames 100 are fixed with a light reflecting material 106, a reflecting portion 114 and a wall 112 are formed of the light reflecting material 106, and a light-emitting element 104 is mounted on the lead frames 100 exposed from a portion surrounded by the reflecting portion 114 in a state of being fixed on a metal plate 108 via a heat conductive resin 102. A light emitted from the light-emitting element 104 is reflected forward on the reflecting portion 114, heat generated from the light-emitting element 104 is transmitted from the lead frames 100 to the metal plate 108 via the heat conductive resin 102.
