PROBLEM TO BE SOLVED: To inexpensively obtain a developing roller having uniform toner carrying and conveying property as a developing roller which is used in an electrophotographic device and press-contacts with a photoreceptor to develop toner to be visible. SOLUTION: The developing roller is formed by coating a shaft center body with liquid rubber material having fluidity in an unhardened state by using a ring-shaped coating head, and curing the liquid rubber material. Particles contained in an elastic layer are spherical particles whose volume average particle size is 5 to 500μm and the volumetric shrinkage factor of the spherical particles after heating and cooling is smaller than that after heating and hardening the liquid rubber material forming the elastic layer.
