PROBLEM TO BE SOLVED: To provide a polylactic acid plasticizer excellent in compatibility with polylactic acid and in hydrolysis resistance and with a reduced amount of a residual lactide, and its manufacturing method. SOLUTION: This polylactic acid plasticizer is a block copolymer composed of a polyether glycol and a polylactic acid, and contains a heavy metal element of 10-1,500 ppm and a phosphorus element of 10-2,000 ppm, wherein a number average molecular weight of the polylactic is 3,000-10,000, that of the polyether glycol is 5,000-20,000 and a content of the polyether glycol is 10-60 wt.%.
