A water hammer preventing system is provided to generate emergency signals from an alarm unit when a semiconductor element or a relay of a controller erroneously operates. A water hammer preventing system includes an upper level switch(SH) and a lower level switch(SL), a level unit(30), a contact switch, and a pressure unit(40) arranged in an air chamber(3) so as to measure the variation of level and pressure. The water hammer preventing system further includes a controller(10) for generating a control signal and transmitting the control signal to an output terminal. The signal output from the output terminal controls an operating unit through an output sensing circuit(90) so that air compressors and exhaust valve are turned on/off and the level of the air chamber is automatically adjusted.
