A surge reduction earthing device and a method of constructing the device are provided to extend the lift span of the earthing device by uniformly distributing surge radiating needles, construct the earthing device easily and achieve remarkable earthing effect. A surge reduction earthing device includes an excavating unit, an earthing copper pipe(30), and a high-pressure jetting unit. The excavating unit forms a core hole in the ground to a predetermined depth. The earthing copper pipe is inserted into the core hole formed by the excavating unit and has a plurality of surge radiating needles(32). The high-pressure jetting unit is connected to the earthing copper pipe to project the plurality of surge radiating needles of the earthing copper pipe to the outside.
