PROBLEM TO BE SOLVED: To provide a technology preventing the density of dots from being varied into a different density, when a low gray level area in an image is formed of dots made up of isolated points. SOLUTION: In a dot image output system which outputs an input image after having the input image converted to a multi-value dot image, one output value in a plurality of steps is provided to each pixel to create a dot image, based on the gradation value each pixel of the input image has, and the dot image created by the dot forming means is output to a paper medium, based on the output value provided to the pixel. When the dots are created by the isolated points, one output value which stabilizes the actual density of the isolated points on the paper medium is provided to the isolated points.
