PROBLEM TO BE SOLVED: To provide a fibrous web product which has practically sufficient functions of strength, water absorbency, water retaining capacity, etc., stably presents balanced feeling of smoothness, flexibility, softness and touch feeling, is excellent in low irritation against the skin, protective and thermal insulation effects on the skin without sticky feeling and oily feeling, and is suitably used for hygienic purposes. SOLUTION: Provided is a fibrous web product in which a water-containing gel composition is contained in a fibrous web, wherein the water-containing gel composition contains a moisture retaining component, a gelling agent, and water, and the water is at least one of water retained by the moisture retaining component and water absorbed from the atmosphere by the moisture retaining component.
