PROBLEM TO BE SOLVED: To securely and efficiently determine priority, when access requests conflict with each other. SOLUTION: A communication device 72, having a priority determining function, includes a transaction distribution measuring unit 90 which measures a time distribution of the numbers of transactions, generated between one node in a network and other communication partners and a radio communication unit 82, which performs priority determination processing for determining priority for handling two access requests, based on the information regarding the communication partner for handling the two access requests and temporal information on the numbers of generated transactions measured by the transaction distribution measuring means, in response to simultaneous generation of the two accesses causing conflict.
